If you have money then you can log in and get them. Just register. If not, sounds like something unethical.

When I registered for Pacer, I thought I seen an option for having a username and password mailed to you if you don't have a debit or credit card.

Go to the grocery store or 7/11 and buy a Visa Gift card for 25.00, get the documents you need, make a payment for your balance, and then use the balance of the gift card for whatever.

If you don't pay your balance and use all of the gift card, you will get a bill from the department of justice, so make a payment for the balance you owe Pacer before you use up the gift card. It is only .08 cents a page, you shouldn't need much on the gift card to pay it off.
