Yes, but you need permission first You'd need to file a Motion to Incur Debt (or similar motion for your District). This would be sent to the court and the Trustee with a very good case for why you need a new car.
If your current was in an accident which totaled it, you could also do a Motion to Substitute Collateral (more complex and not guaranteed).
