    Are there any strategies for starting out in 13 and later converting to 7 that make more sense than just filing chapter 7 in the first place?

    Without more specific details, there's no way to answer your theoretical question.

    Most filers file Ch 13 because they can't file Ch 7 because they have too much disposable income. A few that could file Ch 7 file a 13 instead trying to save an asset they would lose if they filed a 13 or to strip a second mortgage.

    Frankly, the legitimate reasons to file a 13 and then follow it with a 7 before the 13 is over are few and far between. What you are asking about used to be called "Chapter 20", and the current bk law does everything possible to make filing Ch 13 and then following it with Ch 7 very difficult (if not impossible).
