We know that creditors, judges, BK lawyers, trustees, and congress people were all involved in the process of changing the laws. But studies were not enough to represent the debtors. Somehow, I don't think they called in people who are in the middle of a Ch 13 or post-BK due to dismissal or discharge so that they could make a passionate case as to what reforms would work and which would not.
