The Means Test clearly indicates what household expenses are.
The bankruptcy Code which defines the Means Test, 11 USC 707(b)(2), doesn't define household expenses at all. That phrase, household expense, only appears once in Title 11 and only in 11 USC 101(10A)(B).
What the Means Test does refer to, are the IRS National Standards and Local Standards, as incorporated into 707(b)(2).
