BK Discharged. Is CA violating?

Hi, my Ch 7 (no asset) was discharged in September 2007. I checked my CR recently, and there is an open collection account for $200 there (with 11/2007 date). This is for an unpaid camera ticket, which was not mine (but my car was photographed) and I thought it was taken care of. So the question is, since the ticket was originally issued in 11/2006 and can be claimed as discharged through BK, is CA that reports to CRAs violating? And how do I go about getting them delete this line?

Traffic Tickets are not dischargable. You should have went to court and fought it if it wasnt you.
