About that constant phone ring problem, I once created a solution which works best for me. I connected the phone line going from outside home to my computer's phone port in the basement, then go out through another phone port adapter then feed the line to the main house line. I programmed VB (Visual Basic) code to intercept every numbers from every CC's. Everytime on first ring, the program checked each rang # against this database. If it is on my black list, the program will disconnected the line after first ring. If it is not, it will let it ring through as usual so others can hear & pick up.
After work everyday, I came home and read the "blocked" list displayed on my computer so I knew how many times and how many cards calling too. Very intersting!
My family never know who is keep calling & quitting though. Even they can see the call ID box, they can never pick up fast enough to hear who was calling & what was about?
I guess this solution at public work environment would be to connect your desk phone line (inside cubicle) to your bring-in laptop, then line go out to the desk's phone. It could work too, but I never tried because I got my own office room & call ID phone to silence the line anyway.
Note that for this solution to work, we must have power to laptop or computer always on for the VB code to constantly listen to incoming calls any time, any day.

If this is your only car, then with a car this age without a great demand on the market for it, you very likely have nothing to worry about. However, since we don't know your personal debt and asset situation, do check with your lawyer.
