    OK, I’ll play. I am going to take “decrease”. But I have reservations about that choice. My guess is the number of BKs based solely on health bills is very small, but removing that small number will decrease the BKs.

    But…then who pays for it all? Us. So our tax bills go up and those of us who are on the edge for various reasons stop paying our credit cards so we can pay our taxes knowing that taxes are not discharged in a BK. So the shift is from dischargeable debt to non-chargeable debt?? Quantifying the change will be difficult when you have second and third order effects and especially if the study only looks at first order effects.
