High School Special Education Teacher and make 10K less than the regular education teachers in my district

Isn't this an anomaly? I seem to remember that when I was in HS, Special Education teachers got paid more than regular teachers, because they needed additional accreditation. Much like a nurse accredited in Neonatology gets paid quite a bit more than one with just a regular RN degree.
